Structure first.
Capital follows.

ENHANCE provides independent structural verification for climate projects and investment portfolios. Our VERA-TCV™ framework — VERA™, ToC:f(x)™, C-FAIR™, and VORTA™ — operates as an integrated four-layer structural verification architecture that reveals what conventional evaluation misses: the structural conditions under which a project will survive, and where capital is genuinely warranted.

Four models.
One instrument.

V

VERA™

Intent fidelity verification. Evaluates whether the motivation, reality anchoring, and causal integrity at the input layer are structurally authentic — distinguishing genuine design from narrative compliance.

T

ToC:f(x)™

Structural coherence verification. Evaluates the causal integrity of the full Theory of Change. Distinguishes designs that look viable from designs that will survive.

C

C-FAIR™

Risk and finance architecture. Identifies physical, institutional, and macro-financial risk factors. Justifies grant structure mathematically. Repositions risk — rather than avoiding it.

V

VORTA™

Impact value quantification. Translates ecological, social, and economic impact into investment language. Supports private capital mobilization and benefit-sharing design.

Individually, each model targets a different dimension of structural integrity. Integrated, they surface the risk-return asymmetry that market consensus systematically fails to price — the analytical basis for identifying structural value in climate investment.

Start with one question.
Escalate only when needed.

Not every engagement requires the full VERA-TCV™ stack. ENHANCE operates two entry-level screening models that answer a single, critical question before larger structural commitments are made.

Entry Model 01
PathFinder™
Direction Screening

Is this the right project direction? PathFinder™ evaluates whether your project direction is structurally aligned with the country's risk profile, GCF approval logic, and financing environment. The result is a structural position score and direction signal — before preparation costs are committed.

LDC/SIDS Focal Points → Mission Access →
Entry Model 02
GeoCarb™
Carbon Claim Screening

Can your carbon claim be physically defended? GeoCarb™ tests whether your REDD+ or NbS carbon claim is physically defensible — against latitude, vegetation type, growth stage, and biophysical sequestration potential. The result is a comparability signal: Pass, warning, or distortion.

For REDD+ · NbS · ARR · Restoration · Agroforestry · Mangrove

One question answered.
Or all of them.

Each ENHANCE model answers an independent structural question. When models are combined, the result is not additive — it is emergent. A diagnostic that tests both structural authenticity and causal integrity surfaces risk patterns that neither model can detect alone. Composite service scope and engagement terms are established through direct engagement.

Two Models
Cross-validation. Two structural signals, one context.
PathFinder + GeoCarb — NbS Pre-Submission Review. Direction and carbon claim defensibility evaluated together.
PathFinder + VERA™ — Direction and structural authenticity. Is the project direction right, and is the design real?
VERA™ + ToC:f(x)™ — Integrity and Design Review. Greenwashing risk and causal structure evaluated simultaneously.
Three Models
Deep diagnostic. Structural patterns not visible in isolation.
PathFinder + VERA™ + C-FAIR™ — Climate Finance Readiness Review. Direction, authenticity, and financing architecture evaluated together.
GeoCarb + VERA™ + C-FAIR™ — NbS structural diagnostic. Carbon claim, authenticity, and country risk evaluated as one system.
Four Models
VERA-TCV™
Integrated structural audit.
VERA™ + ToC:f(x)™ + C-FAIR™ + VORTA™
The complete ex-ante structural evaluation framework. Four independent models applied to the same project document — each targeting a different failure mode. Authenticity. Causal integrity. Financing architecture. Value defensibility. Applied to 15 GCF projects and compared against APR performance signals. Directional accuracy: 98.9%.
Portfolio
Custom institutional engagement.
For institutional portfolio review, multi-project pipeline assessment, and bespoke structural intelligence engagements. Scope, model selection, and engagement terms are determined through direct conversation. All portfolio engagements involve direct participation from ENHANCE's principal research team.
ENHANCE does not discount the integrity of its judgment. Where pricing flexibility is granted, it is granted through Mission Access, Founding Institutional Access, or Strategic Pilot approval — not through reduced analytical quality or incomplete outputs.

The price reflects
the purpose.

ENHANCE does not price by ability to pay. Fee structures reflect the nature of value delivered — and the purpose for which that value is being sought. Specific fee terms are established through direct engagement following initial review.

Track 1 — HIC / Private Sector / Impact Investors
Alpha Discovery and Investment Verification
Investment-grade structural verification for private investors, development finance institutions, and ESG-mandated funds. VERA-TCV™ surfaces risk-return asymmetry that conventional screening misses — identifying structural conditions under which climate projects carry genuine investment value beyond what market consensus prices. Includes bankability assessment, Scope 3 and TNFD value architecture, and structural alpha identification.
Engagement-based. Contact us to begin.
Track 2 — Consulting Firms / PPF Roster
Methodology Licensing
ENHANCE does not provide sub-contracted evaluation to consulting firms. We license the VERA-TCV™ methodology for integration into firm workflows via CPS®-certified practitioners. Evaluation outputs produced under license are the responsibility of the licensed firm. ENHANCE's institutional independence is preserved in all arrangements.
License structure by agreement.
Track 3 — GCF / MDB / DFI
Structural Screening and Time-Cost Compression
Independent structural pre-screening of funding proposals for multilateral institutions. Provides an upstream quality gate that identifies structural deficiencies before board submission — reducing revision cycles, shortening review timelines, and improving portfolio-level structural quality. Fee structure is fixed per engagement. ENHANCE holds no financial stake in approval outcomes.
Fixed per engagement. Contact us to begin.
Track 4 — LMIC / MIC Government
Structural Optimization and Approval Support
Project structural optimization, finance architecture redesign, and approval pathway support for middle-income country governments and regional development authorities. Covers structural redesign, risk repositioning, grant and blended finance optimization, and full VERA-TCV™ certification for GCF or MDB submission.
Deferred-fee structure. Contact us to begin.
Track 5 — LIC / LDC / SIDS
Survival Architecture and Approval Support
Structural certification, grant justification, and approval defense for the world's most climate-vulnerable nations. For LDC and SIDS clients, the project is not an investment instrument — it is a livelihood and survival mechanism. ENHANCE acts as independent structural advocate, providing VERA-TCV™ certification and GCF submission support. Upfront fees are waived. Engagements are structured on a deferred-fee basis with sovereign commitment in lieu of advance payment. Payment terms are outcome-contingent, not approval-dependent.
Deferred-fee structure. Upfront fee waived for LIC/LDC/SIDS.
All engagements begin with a conversation. Reach us at contact@enhance-institute.org

ENHANCE maintains a portfolio of Pre-Certified Architecture (PCA™) designs — climate project blueprints that have been structurally verified through the full VERA-TCV™ stack before a host country or implementing entity is identified. These designs are available for LDC, SIDS, and MIC governments seeking a structurally sound project architecture they can adopt, adapt, and submit — without starting from zero.

If the output does not remove
the core constraint — what does?

That question is the starting point of every ENHANCE engagement. If you cannot answer it from your documented project architecture, we can help you find out why — and what to do about it.
