FP026 in Madagascar was approved by GCF. It carried a Cross-cutting structure — adaptation components combined with a private finance mechanism expected to generate returns. Scoring is theme-adaptive: adaptation projects are not penalised for mitigation metrics. LDC and SIDS designations are applied as policy context adjustments within a defined ceiling.
Six verified country indices — ND-GAIN, FSI, GPI, GNI, CPIA, and Readiness — are integrated automatically from official datasets. Climate vulnerability is presented as GCF access rationale, not as a weakness. Peer portfolio patterns show what comparable LDC/SIDS nations have designed, submitted, and secured approval for — including theme distribution, result areas, average financing, and top AEs.
Structural weaknesses are separated from documentation reinforcement items — so you know what must be redesigned versus what needs stronger evidence. Adaptation projects in LDC/SIDS contexts receive a dedicated Budget Integrity signal, flagging capacity building expenditure risks before they become audit findings. Where fund flow design warrants deeper scrutiny, a VERA™ structural authenticity evaluation pathway is flagged.
Each analysis is delivered as a structured diagnostic report formatted for NDA internal review and Accredited Entity engagement.
